Invasive plants are taking over: safety issues, watershed issues Closed

Issue Closed
The Parks Division does not have the resources required to control invasive plants throughout the 9000 acres of park land in the City. Invasive plant control is accomplished through volunteers working during scheduled work days. Invasive control is scheduled in the spring and fall when it is most effective. A work day was held at Fallon Park this past March using Service Raleigh Volunteers and Volunteers from the Fallon Park Garden Club. We will schedule another work day this fall.
Any suspected issues of illegal activities should be directed to The Raleigh Police Department.

This bus was not speeding. Here are the actual speeds of the bus that went through this area at 8:55 pm last night as measured with the AVL system that tracks speeds of buses throughout the City: 12, 18, 25, 23, 23, 24, 26, 27 [The 27 MPH is right at St Mary’s St where the limit goes to 35 MPH].

Thanks..for you quick response.....and it sounds like the study was comprehensive...you are right that most of the motorist are very cautious...and it is hard to design for random speeders...glad you have had your own personal experience...and feel that it is safe...that helps..we are just concerned for the kids in the neighborhood...there appears to be quite an increase in young mobile...familys in that whole area
so.....just want the enviroment to a be as safe as possible.......thanks again...wes

The speed study was done with a fixed radar device that tracked the speed at the bottom of the hill near Bickett facing uphill over a period of time. This was the area where the speeding was said to be worse. The speed study showed that the average speeds were near the speed limit and the outliers were generally within 5 mph of that speed. With these kinds of numbers this street would not qualify for traffic calming under our policy. Actually I have lived in this neighborhood personally for 20 years, brought both kids up through Underwood Elementary. They both walked to school. To my knowledge there has never been a pedestrian accident on this stretch of Fairview in that time period. There was a proposal associated with the High Speed Rail project to close Fairview at the RR tracks. Because of overwhelming opposition by our neighborhood, the proposal was changed to have the HSR line cross Capital Boulevard farther south. That certainly would have reduced cut-through traffic to zero, but the neighborhood felt the connection to Capital Boulevard was more important, so it's a trade-off that the neighborhood came down pretty strongly on. This part of Fairview is on a regular beat for Southwest District officers who will try to keep an eye out for speeders, but honestly the empirical evidence shows that generally there is not a speeding problem here. There may be individual speeders, but it is very difficult to design around a few people exceeding the speed limit this way other than catching them in the act. The vast majority of traffic is operating at a safe speed. We have recently adjusted signage here to move the warning sign for the school zone back to Aycock to give motorists more warning of the speed zone ahead.

Thomas....my name is wes and we have a daughter and two young grandsons (1 & 3) that live in 5 points
Perry st....and we have been doing extesive stays (months at a time) there for 3 years...and being form the blue ridge mnts, and a hiker//walker...and
I spend a great amount of time on fairvew..by myself and with the strollers...etc
I just wonder if we are talking the same fairview...because what I have seen in the last three years is a great deal of speeding on this road...we have had several close calls ourselves....so I would be interested to know what the study looks like...timeframe....lenght ..etc...
This a major route for folks off capital cutting to where ever....In fact...I thought there was a proposal to maybe shut this road off from capital...at one point...so anyway...
this rd is not safe at this point and tim's point is well taken..
people are still speeding...
I agree with the idea that impediments and traffic callming techniques are the way to go
I dont think the folks are paying any attention to the current limit...so lowering it would not do much without enforcement...how about a speed bump or 2 ...located at or near the school and park...
even the temporary type would give you an oportunity to see if it works...
you have a very dangerous situation here....the horror that would come out of and accident
would be tough to deal with..so slow them down...somehow....please...thanks wes

There is still a significant number of people speeding on this street. All hours of the day....including motorcycles, 18 wheeler trucks and the dump trucks delivering tar for repaving. There is a school on one end of the street and a park and railroad crossing at the other. The speeding issue raised is not resolved. Thank you for your continued vigilance in making this neighborhood street safe.

The Reduce Speed Ahead sign will be moved back to Aycock Street to address the sign issue.

The best way to help us respond to something like this is to call 911 or contact the Northwest Police District directly (919-996-2300) when a party is going on. Unfortunately we do not have enough officers to constantly patrol here, but we will respond if you contact the Police while the noise is happening.
