I suggest we approach the City or GPD as concerned citizens since individual reporting gets no results. Can you organize that meeting via social media (for example P&G Neighborhood on Facebook)?

I would happily join in on that, and know of three neighbors who feel strongly about this matter and would join as well.

We can go and do that, but know the cops hands are tied by the law. They want to help, but the bums know the law and use it to their advantage. It is a situation that is frustrating as I live on 2nd street.

I would like to know what is tying the hands of law enforcement. From what I observe these folks are 1. Loitering 2. Trespassing 3. Publicly intoxicated and 4. Allegedly possess illegal drugs. How are they not breaking the law? In addition, doesn’t littering and unsanitary waste disposal violate a single city code?

I saw your comment. My response is simply "I don't know". The city police (Lt. Rowe in this case) don't talk to us at all it appears. Maybe they stopped monitoring these reports we are making. I know other areas of the city monitor these requests as they respond to reports of trees down, sidewalk issues, etc. But police responses like these fall on deaf ears and go unresolved with a number of open cases they've not replied to here. Not sure why.

All of that may or may not be true, but as it is completely apparent to you that they are breaking the law, then by all means, why don't you place them under citizen's arrest.
