The cone could have been placed there by anyone to alert drivers & walkers not to go by this caved-in iron sewer drain cover bc if someone stepped in that hole they could break their ankle & then sue our City for their injury! A car could blow a tire out! So anyone could have placed the orange cone there to try to WARN others!
